From your post I understand that on deleting a particular picture from ‘My Pictures’ folder, the picture does not get deleted until you refresh the folder, is that correct?
I tried to reproduce the scenario here on a Windows 7 machine. With thumbnail view in My Pictures folder, on deleting a picture, it automatically got deleted (to Recycle Bin) without needing a ‘refresh’. I wasn’t able to reproduce the issue.
I’d suggest you to boot into safe mode and try repeating the same and check if the issue repeats or not.
Safe mode starts Windows with a minimal set of drivers and services. Safe mode is a troubleshooting option for Windows that starts your computer in a limited state. Only the basic files and drivers necessary to run Windows are started. The words Safe Mode appear
in the corners of your monitor to identify which Windows mode you're using.
Follow the below steps to boot into safe mode with networking:
1. Restart your computer and start pressing the F8 key on your keyboard. On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.
2. Select Safe Mode option when the Advanced startuo Options menu appears, and then press ENTER.
