What is "%localappdata%\Programs" ?

Is this the location of where programs are installed for a specific user?

I am trying to figure out if "C:\Users\MyUser\Appdata\Local\Programs" is like "C:\Program Files" but it's only for MyUser to access. I hope this clarifies my question.

%localappdata%\Programs is not a known or regular Windows folder, it does not exist on a typical Windows system . . .

This folder may have been created legitimately or by malware

Please provide a screenshot of the contents of that folder for further analysis . . .
