I had the same problem described here. The issue is that the Seagate Dashboard doesn't like running on 64 bit Windows without the appropriate x86 Visual C++ Redistributable. When I experienced the issue I had the C++ Redistributable 2005, C++ Redistributable 2008 x64, C++ Redistributable 2008 x86, and C++ Redistributable 2010 x64 installed (by other programs previous to this installation). I checked C:\Windows\System32 and ATL100.DLL was indeed there. Since I do this for a living, before reading up on any forums, knowing 64 bit DLL's may not work with certain programs I copied ATL100.DLL to C:\Windows\SysWOW64. The ATL100.DLL error message dissappeared and the program would flash up briefly and close.
The solution was to install the Visual C++ 2010 Redistributable x86. Once that was installed the dashboard works as intended.

I don't typically install the management tools for external hard drives, but some of the older seagate external drives had the hardware sleep function enabled by default. Long bulk copies would error out because the drive would power down until I installed the respective Seagate program and turned off all the nonsense power saving. On my 3TB Seagate Backup Plus Desktop model these are disabled by default thankfully. It was worth getting the program working just to confirm this.
Hopefully this will help anyone experiencing the same issue.
