Why are they underlined? I am not asking to remove it (I love it how they're underlined), but I am confused on what they mean. Are they for a secret code so we can unlock more features in Windows 10? 😱

these are the letters used for the keyboard shortcut.
e.g. from this menu, press B and the Mobility centre will be launched
or from the desktop winkey+X (release both) press V to open the event viewer
