Well, double-clicking is the normal end expected way to run a *.msu file. It wasn't obvious from your first post that you'd already tried this and had not been successful. Double-clicking is the method described on the web page that you downloaded the file
from:
However ... the utility which actually executes the *.msu is WUSA.EXE, the Windows Standalone Update Installer. So open a Command Prompt "As Administrator", and run this command:
WUSA <path>\Windows6.1-kb958559-x64.msu
to install the update.
