Webcam keeps turning off and on again

Hi,

I have the same problem as reported in this question: https://answers.microsoft.com/en-us/windows/forum/all/webcam-camera-keeps-turning-on-and-off/3c310410-88ef-4868-a2a7-2de3c1834da7?rtAction=1575454959647&tm=1575455155372 . It does not seem to have been resolved. My webcam also keeps turning off and on again every few seconds.  I have run dxdiag as suggested in that question but this reports "no problem found." The problem occurs regardless of whether I am just using the camera app or running a meeting in Teams.

When I look in the event viewer, I see two events occurring every few seconds.

I can see in event viewer that I am getting event id 7034, The Windows Camera Frame Server service terminated unexpectedly. I also see an Event 1000 linked to this with faulting svchost.exe_Framserver, Faulting module path: C:\Program Files\Realtek\RsProviders\RsProvider.dll.

I have tried uninstalling recent windows updates, reinstalling and/or rolling back drivers, resetting the Camera app. Nothing has fixed the problem. Any suggestions for a fix would be welcome. I am not sure when the problem started but my camera was definitely OK about 2 months ago.

The integrated camera is from SunplusIT. The driver is from them, version 5.0.18.21. There is a later version of the driver, 5.0.18.37 , which was installed when I detected the problem. Rolling back the driver to 5.0.18.21 did not fix the problem.

Hi IanSBrown,

Since you said you already done tinkering with the drivers.

You can try to disable non-Microsoft services running in background and see if one of the background services is causing this trouble.

1. Click on the Start menu, choose Run, type msconfig and click OK.
2. In the System Configuration tool, click on the Services tab.
3. Check the box labeled Hide all Microsoft services.
4. Click the Disable All button to disable all non-Microsoft services.
5. In the System Configuration tool, click on the General tab.
6. Click the Selective startup radio button.
7. Uncheck the box labeled Load startup items.
9. Click OK to accept all changes in the System Configuration tool.
10. Reboot for the changes to take effect.

Also have you done updating your windows to latest version 1909? some problem might be fixed just by updating windows.

Hi, I am currently on 1903 Pro. My laptop was running 1909 Pro when I discovered the problem so one of things I tried was reverting back. I am still running 1903.

I tried disabling services/startup as suggested but the problem remains when I open the camera app.

I see the following repeated every few seconds in the event log:

Faulting application name: svchost.exe_FrameServer, version: 10.0.18362.1, time stamp: 0x32d6c210

Hi,

I have finally fixed the problem. I made two changes, I am not sure which fixed the problem as I made both before testing the camera but I suspect it was the Windows Camera app update.

I removed the Windows Camera app (using PowerShell as the option to uninstall it was greyed out in Windows Settings). I uninstalled the Realtek Camera App. I reinstalled the Windows Camera app from Microsoft Store. After this the camera was working OK.

It seems like I may have had an out of date Windows Camera app. I can see in Microsoft store that I have 30+ app updates to install. I am not sure why these are there as I have Autoupdate switched on.

This solved the problem for me.  (Zoom video would lock in a second or two)

Behzad, your solution worked for me as well - thanks.  Out of curiosity - I wonder how did you come up with it, if not a secret :-)?  Trying to learn something, not just fix the problem.
