Answer
Hi, JamesBigelow3. Thanks for reaching out! I'm an Independent Advisor and a Microsoft user like you, and I am here to work with you on this issue.

Here's 4 methods you can follow to try to fix this issue:

Option 01. Restart Windows and Adjust the Volume via the Audio Device’s Properties Window
1. First, restart Windows to get rid of the stuck volume bar.
2. Thereafter, right-click the Speakers icon on the system tray and select Sounds.
3. Select the Playback tab shown directly below.
4. Then right-click the active audio device and select Properties.
5. Select the ‘Levels’ tab on the properties window.
6. Then drag the volume bar right to raise the audio. Note that the audio bar will drop down again if users do not restart Windows first.

Option 02. Unplug the Keyboard
The stuck volume bar can be due to the volume keyboard key getting stuck. Some (desktop) users have confirmed they’ve fixed the issue by unplugging their keyboards and then plugging them back in again about a minute later. Of course, this resolution won’t be any good for laptops; but it works for desktops nonetheless.

Option 03. Reinstall the Sound Drivers
1. Right-click the Start button and select Run.
2. Enter ‘devmgmt.msc’ in Run’s Open box and click OK to open Device Manager.
3. Double-click Sound, video and game controllers to expand that category.
4. Right-click the audio device and select Uninstall device.
5. Press the Uninstall button to confirm.
6. Users can reinstall the audio drivers by selecting the Scan for hardware changes option.
7. Then restart Windows.

Option 04. Open the Playing Audio Troubleshooter
1. Some users have also said that the Playing Audio troubleshooter can come in handy for fixing stuck volume bars. To open that troubleshooter, enter ‘Control Panel’ in Run and click OK.
2. Then click Troubleshooting to open the Control Panel applet shown below.
3. Click View all on the left of the window.
4. Then click Playing Audio to open the window in the snapshot below.
5. Click Advanced to select the Apply repairs automatically option.
6. Press the Next button.

I hope this helps! Please let me know if that works for you, ok?
