Voice Recorder App not working

I can't get my Voice Recorder app to launch on Windows 10. My PC recognizes my mike, and I have downloaded the Voice recorder App, but the app refuses to move from the title page, which is simply the icon of the mike. When I hit Control R to record, nothing happens. I wonder if my PC is too old to support?  I have a Dell Inspiron 518, Core 2 Quad, 4 GHz, 2xMB purchased in 2008.

Try resetting Voice Recorder app:

If that fails try uninstalling the app in App settings above, restart PC then reinstall from MS Store Hub (three dots at top right of Store app) > My Library.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now.
