Virus, Scam???

I have had this page pop up twice on my laptop in the past week, what is it?
You suspicion is right. This is a malware.

Hi Samantha, well done for being suspicious, you would be amazed how many users fall for this!

This is a well known Tech Support SCAM do not click anything on that page, or make any contact with those scammers

All they are trying to do is get control of your PC, they will cause your PC to become corrupt and then require you to pay to have it fixed and even though you might pay them, they will not fix it!

Open Task Manager (Ctrl + Shift + Esc) find your browser in the list of processes and end that task from there

Then you can open your browser and continue . . .

Usually this is just a browser re-direct, when you click on a link or something else on a web page.

If this is popping up without you actually clicking anything, you should run a scan with the free MalwareBytes and ADW Cleaner to clear this annoyance:

https://www.malwarebytes.com/adwcleaner/

When those scans complete, restart your PC, you can then uninstall MalwareBytes and just delete ADW cleaner, because it does not install into your PC
