Hi,
- What happens when you try opening control panel by typing Control Panel in the run box which you can bring up by pressing windows key + R on the keyboard and hit enter?
You may try these steps and check if that helps.
Method 1:
Step 1:
Some options, such as safe mode, start Windows in a limited state where only essential programs are started.
Try to boot the computer in safe mode and check if you can open control panel.
Step 2:
If it works fine in safe mode follow with clean boot.
To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

This exact thing is happening to me too. I have not been able to access Control Panel since I have installed Windows 8.1
Have we had any resolution at all?

OK OK , i have the exactly same problem as yours. The blue thing is the theme (when you install windows) mine is black. I tried the safe mode and troubleshooting boot it says "the operating system is not presently configured to run this application"
Then after i click OK , it display this message : "the exception unknown software exception (0xc06d007e) occurred in the application at location 0xa7f75bf8"
Then it closes. (no blue or black thing on safe mode ! and the freeze is faster)
I am still looking for the fix. I scanned my computer with Bitdefender Windows 8 Security and it found 5 threats from my data, but didn't fix the problem.
