updated to 8.1 but not able to open control panel! Help

1. What happens when you try opening control panel by typing Control Panel in the run box which you can bring up by pressing windows key + R on the keyboard and hit enter?

This exact thing is happening to me too. I have not been able to access Control Panel since I have installed Windows 8.1

Have we had any resolution at all?

OK OK , i have the exactly same problem as yours. The blue thing is the theme (when you install windows) mine is black. I tried the safe mode and troubleshooting boot it says "the operating system is not presently configured to run this application"

Then after i click OK , it display this message : "the exception unknown software exception (0xc06d007e) occurred in the application at location 0xa7f75bf8"

Then it closes. (no blue or black thing on safe mode ! and the freeze is faster)

I am still looking for the fix. I scanned my computer with Bitdefender Windows 8 Security and it found 5 threats from my data, but didn't fix the problem.
