Updated Profile Picture Not Syncing With Windows 10 PC

Hello,

I updated my Microsoft Account Picture on https://account.microsoft.com and it is not syncing with my Windows 10 Desktop.

I have ensured that all of the sync settings are on.

I ran diagnostics on "Microsoft Accounts" and it said that it cannot connect to the sync service among other things.

What can I do to resolve this issue?
