uninstall windows 10 then reinstall windows 10

I am unable to change the picture in lockscreen. Microsoft has been no help with the problem. I read in one of the Microsoft community posts, I am not the only one with the challenge. None of the suggestions have worked accept one that was to uninstall Windows 10 then reinstall and that corrected the problem. How do I successfully uninstall W10 then reinstall in a clean boot? Here is a pic of my lockscreen, as you can see in lockscreen it gives me no options.

Hi James -

If this is an Upgrade you can get a much better install by following Clean Reinstall Windows 10 Upgrade.

Be sure to delete all partitions during the booted install as illustrated in the blue link Wiki. 

There is also an automated method to do a Windows 10 Reset.

You can also go over the integrity of your install first to see if it can be repaired following  Windows 10 Performance Troubleshooting - Microsoft Community
