Unable to update Windows 10 or reset PC

Hello, I've run into a problem where I'm unable to update windows or reset/refresh my PC.

Every time I try to reset/refresh my PC, it fails and undo changes when the PC restarts.

Here are the things that I have already tried to do to remedy the problem but failed

1) Run Windows Troubleshooter

2) Run SFC scan

3) Run DISM tool (Remote Procedure call failed)

4) Reset Windows Update Component (access is denied when renaming software distribution & Catroot2 folder)

5) Trying to reset/refresh PC

6) Restarting DHCP client in task explorer

Use Media Creation Tool to reset your computer. You will have to cut Media creation tool on another computer.

Try updating to 1809 using Media Creation tool and if it fails let us know.

The fastest way to get the upgrade is through Media creation tool or ISO file.
Please download Media Creation Tool from the link below and select Upgrade this PC at the first screen.
