Unable to start the Windows Security Center service

Before I installed Avast all was working fine. After uninstallation Avast then the Windows Defender was not starting anymore

I run all the scripts suggested to get rid of Avast (aswclear.exe, avastclear.exe)

After 2 days of hard labour i came to the conclusion that this problem is too big for me. Time for the Community!

See below screenshot of the problem

The above screen remains on forever (a blue-dots hourglass is active all the time)

Also in savemode the service will not start

I have no access to the Windows Defender Antivirus Service

Below some system details

Hi TheRover,

I see that your error message screen identifies the Security Center Service

as the source of your problem. However, your screenshot shows that

Windows Defender Antivirus Service  (Windefend) is disabled as well.

This is probably all caused from your recent installation of Avast. There are

several things that you should check.  (Before beginning, turn off "Tamper

Protection" in "Virus & Threat Protection Settings", temporarily).   

Since Avast may have left a "Policy" set that disables Windows Defender,

you should examine the following Registry for that possibility.

Enter the Registry Editor by searching for "Regedit".  "Run as Administrator"

Navigate to the following key. Hkey_Local_Machine\Software\Policies\

Microsoft and click on Windows Defender. The only policy that should be

present here is Default. Anything else is a "policy" that affects WD.

Expect to find DisableAntispyware or DisableAntivirus. If either is

present and has a Dword = 1 this disables WD. To correct this, right ckick

the key name and select modify.  Type 0 to replace the 1 and click "OK".

If you DID modify anything, back out of the Registry by retracing the steps

you used to navigate in.      Exit regedit by clicking "File" then "Exit".

Restart your PC and see if WD is functional.

If you DID NOT modify anything, retrace your steps only to HKLM. From there

navigate to the following. System\CurrentControlSet\Services\Windefend.

Click Windefend to see its contents.

The key labeled "Start" should have a Dword = 2. If it is set to 3 your PC is

probably still sensing the presence of Avast, or remnants there of.

Set it to 2 if you can.  As described before.

Scroll up to the service, SecurityHealthService. Click its folder and observe

the "Start" key.  Its Dword should = 3. If it is anything different, modify it

to 3. As described above.

Back completely out of the Registry as described above.

Restart your PC.    Check the "Services" screen and determine if both services,

Security Center and Windows Defender AntiVirus Service are running.

If either is not, try to start it.

If both are running, or do start, Restart your PC and try to acess Windows

Defender again.    Be sure to turn "Tamper Protection back "ON"

I was able to solve the filewall issue myself.

(I used the Windefend registery update solution on the firewall service)

The problem for me is solved now
