You have two options to reset the computer without using the cloud download option.
Using the Local reinstall
1-Click on Start then click on Settings
2-Click on Update& Security
3-Click on Recovery
4-Under the "Reset this PC" section, click the Get started button.
5-Choose if you want to keep your files or remove everything
6-Select the Local Reinstall
7-Click on Next then click on Reset
Using the Media Creation toll
Using the Media Creation toll you can in-place upgrade, this procedure will download a new Windows ISO like the cloud download option.
1-Download the media creation tool.

2-Run the tool and select 'Upgrade this pc now'
3-Choose if you want to keep your files or remove everything
4-Then click to update.
