unable to open google chrome browser in windows 10

unable to open google chrome browser in windows 10, therefore cannot uninstall google chrome browser, keeps saying programs are running in background. unable to find any thing open. this just happened today.
That means that Google Chrome is running passively, not actively (opened with a window).  You will find google chrome in task manager, in "more details" view.  It will be in the background apps sub section, once you have more details view opened.

End all chrome process
Press Ctrl + Shift + Esc to open up Task Manager. In the Processes tab look for google chrome right click and end task
Then Press Windows key + R paste " appwiz.cpl " to open program and features and select google chrome and try to uninstall it

Right click Start button to open Task Manager, show more Details, on Details tab scroll down to find each Chrome process to End Task.

Then uninstall Chrome in Settings > Apps & Features, restart PC, reinstall from a fresh download here: https://www.google.com/chrome/

Hi Greg, thanks for the valuable guidance, me just an illiterate in computer, no book knowledge except practical. it was helpful. even before uninstalling and re instlling on restarting the computer, the chrome browser started opened.
