Answer

Hello,

When you uninstall Google Chrome do you also remove the Chrome files that are left over when the program is removed?  Check to make sure that no files are left after the uninstall.  The path to check (with having hidden files showing) is:

C:\Users\<user name>\AppData\Local

In there you should see a folder with the name Google  Delete this folder and try reinstalling.  To get hidden files to show open Computer, select Organise from the toolbar area.  There you see the choice for Folder and Search Options.  Click that.  In there click on the View Tab.  There is the option to show hidden files there.  This will allow you to find the area needed to remove the folder.
