Unable to Delete or open folder from C:\ drive

I have installed windows 10 Anniversary Update and i have problem with C:\ drive not from start but recently When installing an software like Adobe XD in C:\ drive setup gives error it unable to install image is

after that and i click ok give error below

 in c:\ i am installing python2.7 but it give  error and when i am going to open folder it gives an error like below image

and after that i am going to change permission setting but it gives an error below image

and if i create an new folder in C:\ drive it create automatically three another folder or i have no permission to delete or rename and there are so many .temp folder in C:\ drive and some .csv files shown below image .csv deletable but it is created daily one or two and .temp folder unable to delete and it will created automatically and i have scan using defender but it shows your pc was no threats

Yes i have logged in as Administrator account Always 'cause my laptop have only one account and that is ADMINISTRATOR shown below Please solve this problem and one thing do not suggest me to reset my laptop 'cause reset is not an solution of any  problem.....

These files/folders may be system controlled and you may only get rid of them by using an advanced uninstaller such as Revo uninstaller which will also scan for left over registry items and folder's.

That is not solution. Because it do not work at all. what about when i create a new folder in C drive system create three another new folder and i have no rights to delete or rename even when i logged in as administrator and what about python27 folder i have not able to install 'cause "python27" folder in c drive and i have no rights to view or open or delete or also rename even i change the owner but it wont work 'cause i am not able to change  due to error permission denied

I have tried to install adobe Animate CC on my PC but it did not gave me an mentioned error

this error occur over 19 times in log file of adobeCC 

and one more thing is that if i create a new folder in c drive it create another three folder at a time and there is no need to give name it will created at newfolder sequence (2)(3)(4).......

  3. Click Properties.
  4. On the pop-up window, click Tools tab.
  5. Under Error checking, click Check button.
  6. Click Scan drive.
  7. Wait until scan process is finished.
  8. Follow on-screen prompts.

Is your PC working fine before you installed the Windows 10 Anniversary update?

We suggest you perform a System Restore to go back to the previous build of your PC. After doing so, kindly try to update your PC to the January 30, 2017 - KB4010672 update.

Most of the time, updating your PC to the latest software build will help you fix any system errors you're getting.

Most of the time, updating your PC to the latest software build will help you fix any system errors you're getting.

That is not a solution if there is problem then there must be an solution and i know that in last there is always three options Re-install Windows, Reset PC and as you "suggest" Restore at previous version of OS. 

And i know that the software or OS was never perfect or never will there is always something missing or some mistakes but if we/you know the mistake than we/you should try to solve......................................................................
