UAC (User Account Control) always set at maximum level [SOLVED]

Hi,
I've a problem on my Windows 7 Ultimate x64 system.
I can't change User Account Control settings in any way.
Indeed if I go on Contol Panel/User Account/Change User Account Control Settings the slider is at top level (Always notify)...if I move the slider down (in any position), I click OK and I restart computer on the next session the UAC is set again at maximum level.

I've also tried all alternative ways:
-on registry editor I found the registry subkey:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

but there is NO TRACE of "EnableLUA" key and if I try to manually create it as a DWORD (32-bit) key (Value 0), after restarting the key disappears automatically and nothing changes.

- on Run/msconfig/Tools there isn't any "Disable UAC" option

-on Run/gpedit.msc I can't even view the Group Policy Management

Please help me

click on start button and type " secpol.msc " and type enter, this will open " Local Security Policy " management console from here goto " Local Policies " > " security options " then in detail view look for entry " User Account Control: Behavior of the elevation prompt for administrators in Admin Approval Mode " then double click to open it then under " Local Security Settings " click on drop down box and select " Elevate without prompting " then click ok then restart your system.

Hi,
It happens the same thing that happens when I run gpedit.msc
It shows up a window that indicates an error: "Unable to open Local Security Policy on this computer. Check if you have authorization. Details: not specified error".
Anyway if I close this error window, it shows up
Local Security Policy window but it's a blank page.

So this doesn't work :-(

which one your antivirus is, update it and run full virus scan. then create another user ( let it be as " Marco ") with administrator privileges, log on with Marco and check this configuration.

how to create user ?

if problem persist than do this:

- power on your system in safe mode:

- then run system file checker tool by following steps in below link:

check required configuration again.

I use Avira Free Antivirus, always updated, never found a malware.
I've uninstalled it and created a new Administrator account, nothing has changed.

I've run system file checker in safe mode but "Windows Resource Protection did not find any integrity violations."

:-(

Please confirm us if your system is on workgroup or domain joined is there any group policy applied to it ?

No way...It's not on a workgroup.

If this can help, also Internet Explorer 11 doesn't work 2 times on 3. When I start it, there is a blank page and it doesn't load any website...I've tried any possible way but nothing doing.

Instead Chrome (and others browsers) work perfectly.

there is a possibility that domain admin have configured some group policy and applied, if this is the case then you need to consult your domain admin or system admin to look into it.

No maometto you've not understood...there's no group policy, no workgroup, no domain...and I'm the only system admin.

here workgroup does not mean that you have joined some workgroup, it is an environment and a single system can be on workgroup (which is systems own creation and a default installation behavior) my understanding going fine here please do not worry,

The administrative templates extension of group policy saves information in a group policy template in text files named " registry.pol " these files contained customized registry settings that are applied to machine or user portion of the registry which you specify using gpo and got corrupted when system does not handle writing process as expected and it can not write back all changes to disk.

there is a hotfix available, you can download and install here : https://support.microsoft.com/kb/2936943

now do your desired configuration, if problem persist then do as following :

go to C:\Windows\System32\GroupPolicy

(GroupPolicy is a hidden folder you need to show hidden files to get access: go to control panel > folder options > view > then under " hidden files and folders " select "show hidden files, folders and drives " click apply then click ok. )

open groupPolicy folder and select all items in it and delete. (you can copy those to another location before deleting but it is safe and a troubleshooting step)

now do the steps which I mentioned in my first post here.

The hotfix didn't do anything...instead after deleting all contents of folder " C:\Windows\System32\GroupPolicy" all ways to change UAC return to work!!!
...though I was able to get full control only after editing registry subkey as I wrote on top of the thread.
