1. Have you made any changes to your computer prior to this issue?
2. Is this an issue only while installing Starcraft 2?
3.Are you trying to install Starcraft 2 through Download or DVD?
Follow the methods and then check: Method 1 If you’re using DVD to install the game on your computer, you may follow the steps:
a.Copy the contents of the DVD and paste it onto the Desktop.
b.Right click the setup file and try to install the game.
Method 2
You may install Starcraft 2 in a clean boot state.

Note : After troubleshooting follow Step 7: Reset the computer to start as usual
