"This PC can't run Windows 10" on compatible hardware?!

I am trying to upgrade a Windows 7 Ultimate x86 PC to Windows 10 Pro x86.

I am looking for an explanation why "This PC can't run Windows 10/…/This PC's processor doesn't support a critical feature (NX)." appears on setup.

The PC has an Intel Celeron E1400 processor, which has NX, the latest ever Award BIOS F9a for Gigabyte GA-73PVM-S2H has the "No Execute Memory Protect" enabled and Windows 7 has DEP enabled and "Your computer's processor supports hardware-enabled DEP" reported. There are no "exotic" or obsolete devices attached.

I got the setup running without this error after "bcdedit /set {current} nx alwayson" + reboot.
