the shrink size in disk mangment is less than the free space in the drive

hi

i have a problem
i tried to shrink a partition drive c with 448.77 GB with 419.72 free space
the problem that the shrink size which is avalable 220 GB and i need to make the shrink size 350 GB
also when i make the size 220 GB the system give me an error message and the colour in disk mangment screen of the partitions become yellow not blue as it was (not primary partition)
i was making alot of search and downloading alot of programs and i didin't reach any result

my drive specs (factory settings)
200 MB system Drive
448  GB                      drive C
16   GB recovery          drive D
103  GB HP_TOOLs        drive E

Answer
When you Shrink a partition, it can only decrease the partition size down to the first unmovable/locked system file. Running a defragmentation may move some of the ‘unmovable’ files. Also, if you’re running System Restore, you could try temporarily turning it off, do the Shrink and turn it back on.
