The Microsoft Account Sign In Service Failed to Start

Hi All,

This last few days when I start my Windows 8.1 laptop I get a warning box (bottom right corner) saying " Failed to connect to a windows service"

the message continues "windows couldn't connect to the Group Policy Client service. This problem prevents standard users from signing in"

I have looked at the event logs and there are multiple entrys saying "The Microsoft Account Sign-in Assistant service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion"

There are hundreds of these events in the log (one every 5 minutes) since they started on June 17th.

I tried following the event log online help but there was no info there on this error so I am at a loss as to how to fix this.

Any help and advice will be gratefully received ;o))

Performs a system restore to an earlier date.
