"The code execution cannot proceed because baselib.dll was not found. Reinstalling the program may fix this problem."

When I load up the Epic games launcher or the Unreal Engine i get the error "The code execution cannot proceed because baselib.dll was not found. Reinstalling the program may fix this problem." I've reinstalled it and I've tried a lot of things, but I just can't figure it out so if you could help it would be appreciated.
