The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID 
{7022A3B3-D004-4F52-AF11-E9E987FEE25F}
 and APPID 
{ADA41B3C-C6FD-4A08-8CC1-D6EFDE67BE7D}
 to the user saoban\logical sao SID (S-1-5-21-4150289580-117698857-52749271-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission 

i find {ADA41B3C-C6FD-4A08-8CC1-D6EFDE67BE7D} regedit but i can not find {ADA41B3C-C6FD-4A08-8CC1-D6EFDE67BE7D} in DCOM config so i could not change it ..i want to further more ,i used diagnostics  tool but it did not work

COM components expose a myriad of settings that need to be dealt with in an application deployment architecture plan. Since you mention that you're receiving this error message, we recommend that you check this file pat on your registry. To go there, follow the steps below:

  1. Click Start and type regedit.
  2. Right click on it and choose Run as Administrator.
  3. Locate this File Path: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DcomLaunch.
  4. Right click on it and choose Permissions ...
  5. Click Add... and if you're using an Administrator account, type Administrators then click Check Names.
  6. Once done, it will give you the permission that you need to all of the Adminsitrators accounts that you have on your device. Click OK.
  7. Click Advanced, and under Permission Tab, click the Administrator that you just added.
  8. Click Add, tick Full Control and Read and then click OK.
  9. Under the Auditing Tab, click the Administrator that you just added.
  10. Click Add, tick Full Control and Read and then click OK.
  11. Click Apply and click OK. Check if the issue persists.

Thank you for reply . I did all of these twice but it did not solve . Another problem is when i start computer then all services start ..my ram get so busy ,,sometime it hang
