Task Manager not showing correct CPU speed

On a fresh install of windows 10 home ( made with USB installation media from https://www.microsoft.com/en-us/software-download/windows10) brand new Dell Inspiron 15 3593 task manager constantly shows the base clock [1.19Ghz] regardless of power settings CPU-Z shows actual clock speed. BIOS & Windows has been fully updated and is running very close to a vanilla install.



Anyone know what to do to fix this

We understand your concern as the base speed is showing 1.19 GHz in Task Manager.

 

In this scenario, we would suggest you to analyze your system to find the latest updates. Click on Detect Drivers from this Dell web link

 

Also, boot the PC to BIOS and check if the CPU throttle is set to disable under power option.

 

This article from Dell is for a different model, but you can refer the suggestion and check if that makes any changes: Slow performance on the Precision M4800 with Intel SpeedStep enabled
