System32 Missing mstsc.exe.mui for Remote Desktop Connection

I have a brand new, Lenovo Windows 11 Pro 23H2 workstation fresh out of the box. Everything working great EXCEPT Remote Desktop Connection.

When I try to open RDP, I get the message "the system cannot find the file specified" C:\\Windows\System32\<LANG_NAME>\mstc.exe.MUI

This file is indeed missing from EN-US as language. The only language pack installed is EN-US.

Tried copying the file from a good machine to my system32 but it's blocking me due to permissions even with local admin rights.

Tried uninstalling/re-installing RDP from Settings/Apps with same error message resulting.

Since it's brand new, there are no restore points. All Windows Updates done.

Someone suggested adding another language pack. We had EN-US installed but since we're in Canada, we tried adding EN-CA and it worked!
