System not slow at all but task manager shows 100% CPU at ALL times

My Task Manager application (Windows 10 22H2) shows 100% cpu usage at all times, but the system is not slow.

Using Process Explorer, it shows that my idle process is in fact 95%, and the other processes run at the same rate towards the actually used CPU time.
My task manager seems to be miscalculating, by only counting the percentages of the time it's in use:

- it shows that 100% of the in use time is in use.

- low using applications shows high CPU usage rates that correspond to their relative rates to each other.
Is there a way to fix the miscalculation my Task manager seems to be doing?

The issue has been fixed by turning the power plan back to "Balanced", where it was previously at "Ultimate"
