System hard disk drive won't optimize (Windows 10)

System hard disk drive shows 'needs optimization 45% fragmented". But when I click on optimize all, it seems to start, but then stops within 1-2 sec and shows the same screen. I followed instructions to give the hard drive a letter (I assigned J:) but it still does the same thing. My computer is getting slower and slower.

If you are referring to the System partition, then don't worry, this partition does not need optimizing.

It contains boot files, etc. that can be in fixed positions and does not effect performance.
