System Advanced Performance Options are cancelled/reset when log-out from user account

I reformatted system drive aka disk C:\, and installed Windows 10 Anniversary Update from the official ISO.

Then I installed all updates and restarted OS. The full OS version number is 14393.447.

I paid attention that if I change the System Advanced Performance Options (Control Panel → System → System Protection → Advanced → Performance → Settings… → Visual Effects) the custom settings are preserved only until I perform log out from the user account. Once I make log out and then log in my custom settings are ignored and reset. If I don't make log out or don't switch the user, everything is OK. For instance, if I disable animations and than switch the user, then return to my user account, all animations will be re-enabled although I already have disabled them.

Please, fix the issue and keep the System Advanced Performance Options working even after OS restart of exiting from the user account and then returning back.

P.S. I already tried all proposed below solutions/workarounds but nothing helped.

To isolate what's causing the issue, please perform the following:

Method 1: Perform a clean boot and check if the issue persists.
To disable all non-Microsoft services, consult the article called Clean Boot.

Note: After troubleshooting, refer to the section "How to reset the computer to start normally after clean boot troubleshooting" on the same article.

Disclaimer: A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot.

Method 2: I would also suggest you to perform an SFC scan (System file checker).

The key moment is that my OS is absolutely clean, no other software has been installed yet.

There is only those software MSFT pushes by force (e.g. Office 365 demo and endless amount of useless apps such as CandySoda).

I performed the sfc /scannow for two times. And the first time it found some issues, the second one was OK.

But even after the second round and OS restart the problem still persists.

If I set in system settings no animation for every user in Windows and than restart the PC Windows resets these settings.

Did you  click the link for Windows 10 Install Integrity Checklist

to see that it is a series of steps to go over the install most thoroughly, and not just the SFC which is only one step sequenced late in the list?

Why exactly do you need to turn off Animations in Advanced system Settings?  Do you have less than 4gb RAM which you're trying to preserve, and if so have you monitored RAM vs. CPU performance in Resource Monitor to see that either does in fact need preserving?

I see that there is a whole list of long lasting operations (all DISM operations take a lot of time) I'm invited to do. But I performed only «sfc» step. On Windows 7/8.1/10 I used to use only one system account and animation disable worked but now I have two system accounts (admin & user) and I have problems with animation disabling.

Reproduction steps:

  1. Perform clean Windows 10 AU installation
  2. Create two accounts: Admin and User
  3. Disable animation in both of them (System Settings → Performance → Optimize performance)
  4. Restart the OS
  5. You'll see that the animation is enabled even after log in procedure
  6. Check the settings (System Settings → Performance → Optimize performance) it will be different from the «Optimize performance» preset.

Why I disable it? I don't like the animation, it's disturbing and absolutely useless for me.

Although my laptop has 8Gb RAM, I always disable animations.

P.S. Unfortunatly, I have no free time to perform the entire QA procedures for Microsoft. Hope, MSFT can afford to arrange the proper QA department (besides Windows Insiders program).

I checked again the issue. I thing, the problem is in that the System Advanced Performance Options are not preserved upon the exit/log out from the current user and are dropped once the user logged out/re-logged  in.
