"System Administrator has blocked this action" error message

Why do I get a message saying "the system administrator has blocked this action. Contact your system administrator or log out and log back in as the system administrator."? I Am the system administrator, and I AM logged in as the system administrator!!!! The access controls state that I have full system control, but I keep getting this message!!

This is a brand new computer, just put into operation yesterday (Sunday, September 18, 2011) with Windows7 Home Premium installed. I tried to load a print shop software, and it didn't install correctly. When I tried to correct the problem and when I tried to just uninstall the program and start over, the above message is what I keep getting! So now I can neither use the program or uninstall it! Makes we want to bash my new computer with a baseball bat!!! :)

Please help!!! Also, I am computer literate to a point - the less tech jargon the better! Thank you!!!

1.       Are you able to install other programs?

2.       What is the exact error code or error message?

 

I would suggest you to try the following methods and check if it helps.

 

Method 1:

Try to run the program in as an administrator and check if it helps.

Follow the steps to run the program as an administrator:

a.       Right click the program and click Run as an Administrator.

b.      Then try to uninstall the program.

 

Method 2:

Give full permission to your user account and check if it helps.

Follow the steps to give full permission:

a.       Click Start, type regedit.exe in the search box and press Enter.

b.      Right click the HKEY_LOCAL_MACHINE and click Permissions.

c.       Click on Add in Security tab and add a new group: Everyone.

d.      Select Everyone and check the option: Full Control.

e.      Restart the computer and check if the issue is resolved or not.

Try to create a new user account and check if it helps.
