Stuck on Downloading Language Dictionary - Chinese (Traditional, Taiwan) Windows 10 1803

Windows cant seem to finish installing the Chinese (Traditional, Taiwan) after the April Windows 10 1803 update.

Switching from ENG to Chinese and pressing shift on the keyboard only shows the same thing over and over again:

After some time, it'll show IME disabled.

I tested this on 2 windows 10 1803 machines and i have reproduced the error.

I couldn't install the language pack manually as well using lpksetup:

* Please try a lower page number.

* Please enter only numbers.

* Please try a lower page number.

* Please enter only numbers.

(It's in Chinese but I assume that people encountering this issue should be able to read it.)

I tried all methods above but still encountered the issue.

However, I managed to get it to work in the following steps.
1. Remove CH-TW language in the language preference settings. That will leave only the default "English" language in the list. 
2. Add it back but this time before install, make sure to check "use as windows display language". This will either unblock or trigger the downloading language pack process. After clicking install, even without the options of handwriting or voice input, the IME will work as expected without stuck in the "Downloading language dictionary" mode....

Forgot to mention, after IME successfully installed, we can change the display language back to "English" if that's your preference. Doesn't need to stay in that setting, it's a temporary setting to get IME installation unblocked.

found my issue (WSUS was blocking the other features from downloading)

i ran these and installed again:

REG ADD "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate\AU" /v UseWUServer /t REG_DWORD /d 0 /f
net stop "Windows Update"
net start "Windows Update"
control /name Microsoft.WindowsUpdate

Thanks, I ran regedit and changed the value of "UseWUServer" from 1 to 0. Rebooted the PC and it started downloading all the required updates.

I have same problem with Japanese language after updating windows 10 from 1511 to 1803.

It alway says "Downloading Language Dictionary..."

Try to install language pack manually but nothing change.

Someone can help me please
