Please try running the system restore. and check if it will restore your system to a working image.
NOTE: however this process will remove your newly installed programs/Apps
Steps:
1. Hold the Shift key down and press the Power button at the same time.
2.Continue holding the Shift key, while the machine is starting.
3.Once the PC restarts, it’ll present a screen with a few options. Click Troubleshoot.
4. From here, click Advanced options.
5. In the Advanced options menu, Click on System Restore.
6. Click the Next button.
7. Select the restore point that you want to use on your computer.
8. Click the Scan for affected programs button to understand the apps that will no longer be available because they're added after the creation of the restore point.
9. Click the Close button.
10. Click the Next button.
11. Click the Finish button.
