Strange theme on my windows xp

HI GUYS,
I have a weird theme on my windows xp. It's very strange I've never seen it before and I can't change it from the sittings.
It doesn't matter really I could live with it. I just want to know how did that happen (I'm into computers).

That's the dialog box you get if you select "Shutdown" from the Start menu instead of "Logoff username".

Just click Cancel to return to the desktop.

yes I know what that is but why does it look like that? it wasn't like that before.

it should look like this

and the problem is that the whole computer look like the first picture even the task manager
