steam not working on windows 8.1

hello. i have a new laptop - Toshiba X70-A-12U, Intel® CoreTM i7-4700MQ 2.40GHz, Haswell, 8GB memory, 1TB hard drive, NVIDIA GeForce GTX 770M 3GB, Microsoft Windows 8,1
i can install steam, i can launch it for the first time - it lets me acces my steam account,where i can see my list of games but...when i try to install a game from list, it crashes. after that, every new attempt of launching steam crashes.
i saw on the internet different suggestions - to verify that i have the latest drive for nvidia, to verifiy that windows is updated, to try to launc/install steam with various of compatibility settings. try all of that, no result.
what can i do?

I wrote to them first but they did not answered. I wrote to steam community also; i got several answers but without succes in resolving my problem. So i thought that maybe someone here will answer something helpful.

  1. Which troubleshooting steps have you tried already?
  2. Which version of Steam application is installed on the computer?

 

Install the latest patch of drivers for the graphic card and check if that helps in resolving the issue.

I am having steam problems as well, I updated to windows 8.1, in return I opened my desktop and steam was gone, all my steam games are still on desktop but are not playable and looks like a white paper icon, please help
