Click on Start, then Settings (gear icon), then Personalization, then Start. Change Use Full Start Screen to Off.
You may also have Tablet Mode enabled in Action Center. Press WIndows (flag) key + A to check.
There is an issue with System Restore now being tracked in System Restore error 0x80070091 which should be resolved soon. In the meantime check that System Protection for C drive is on with plenty of drive space (5-10%) apportioned.

Chris is right, you have tablet mode enabled. Turn it off here (in action center) to fix it and get your desktop back to normal:
