Start menu and Edge no longer work

I initially installed KB4517389 without a problem. However, I coincidentally experienced problem with a Personal Cloud that I suspected could be due to the update and I uninstalled the update. The server problem turned out to be drive failure, and I reinstalled the update but my Start Menu no longer worked and I received the "Critical Error" message. I uninstalled the update and the Start Menu worked again. Today, I reinstalled the update and again the Start Menu stopped working. I tried many suggested fixes on the internet scanning the drive, fixing the Windows image, starting in Safe Mode. The only result was that Edge no longer opens, and IE only lets me open a single window at a time.  I tried troubleshooters, including repairing (but not resetting) Edge to no avail.  The apps troubleshooter is telling me the "Temporary Internet files Location has changed." At this point, the Start Menu and Edge don't work and I am not sure what to do as my knowledge is limited. Thank you very much for any recommendations about how to fix these issues.  I have not tried to uninstall KB4517389 again because of the problem with Edge - as I don't want to render the computer inoperable.

A. I would recommend that you perform a Windows 10 repair upgrade. This is not a Reset or Reinstall of Windows. Repair upgrade fixes all Windows errors and retains all files, applications and settings. Hence, you will not lose any data /program/app while backup is a good idea. B. Report this to Microsoft so that this issue can be fixed in future updates. Press Windows Key+F to invoke Feedback Hub to send the issue to Microsoft.

Thank you, Vijay. Is there any risk to doing the repair upgrade? I can't have my computer shut down right now and lack the skill to fix it if something goes wrong. I set a restore point before I tried to fix the Start Menu giving me 2 of them but restore won't work on either, which creates another complication because it asks me to undo a restore that it says did not work. The error recommends shutting antivirus programs, which I did before trying the only other restore point that shows up, but it I obtained the same response and it appears to have removed at least one of the restore points when I used the undo option, which was the only option it gave me.
