Hi Jillian,
Welcome to Microsoft Community.
1. What is the make and model of the computer?
2. Which security software is installed on the computer?
3. Did you make any changes to the computer recently?
4. Do you have Service Pack 3 update installed?
Let us try these methods to check the status of the issue.
Method 1.
Boot the computer in safe mode to check if you still have the issue.
To start the computer in safe mode: http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/boot_failsafe.mspx?mfr=true
Method 2.
Run a full computer scan with the Microsoft Safety Scanner to make sure that the computer is virus free.
Microsoft Safety Scanner: http://www.microsoft.com/security/scanner/en-us/default.aspx
Safety Scanner Disclaimer: There could be a loss of data while performing a scan using Microsoft safety scanner to eliminate virus if any.
Method 3.
You may boot the computer in clean boot state to check the status of the issue.
How to configure Windows XP to start in a "clean boot" state: http://support.microsoft.com/kb/310353
Clean boot disclaimer for Win XP:
Note: After clean boot troubleshooting, follow the “Steps to configure Windows to use a Normal startup state” in the provided link to return the computer to Normal startup mode.
Let us know if you need further help with any windows issue. We will be glad to help.

read above and you could also try Revo uninstaller it is free
http://www.revouninstaller.com/revo_uninstaller_free_download.html>. it will uninstall any program completely including trace files of programs. works great, you shouldn't have any more problems reinstalling after you uninstall with this program.
Just DON'T allow the computer to reboot if the uninstall portion of Revo asks if you want to reboot now or later. Select later and allow Revo to finish searching for orphan registry entries. Reboot after Revo finishes.

this is Sigmatel audio do you have this installed?
uninstall and reinstall
if still persists, open the options on this program and see if you can set it not to run on startup, have you run autoruns?
AUTORUNS
http://technet.microsoft.com/en-us/sysinternals/bb963902
Above is autoruns for loadup issues
If you still can't find the entry in the registry, download Autoruns. Let it complete scanning and click the Services tab. Find the name of the "bad" service in the left column ("Autorun Entry"). Right click and select "Jump to". You'll go right to the proper entry in the registry to edit it.
I would scrutinise what you have loading on StartUp. You need to see if you have programmes loading during boot process which might be
changed to on demand.
With Autoruns you can uncheck an item, which disables it from starting, or you can right click an item and then delete it. If you uncheck you can recheck to re-enable the item. It is a much safer approach than editing the Registry and better than using msconfig.
Another useful feature of the programme is that you can right click an item and select Search Online to get information about the item selected.
When using Autoruns you will need to click on the "Logon" tab to see what is running at start-up.
