Solution - I needed to sign in to my PC with the Microsoft Account that had the paid HVEC codec. Once I did that, I was able to install the HVEC codec effortlessly from the Microsoft store.
Prior, I had been signed in to my PC with my local account. Signing into my PC with my Microsoft Account, allowed Microsoft Store to access my account history.
