Setup incomplete because of a metered connection windows 10 / Bluetooth Device / LTE Connection

Hello

I have a Microsoft Arc Bluetooth Mouse which was working verry well until today. Now the Bluetooth manager tells me that "Setup incomplete because of a metered connection". I'm using a LTE connection to work mobile.

It's quite strange that Windows 10 want to connect to the internet for a repairing of my bluetooth mouse since the mouse was installed (paired) and worked perfectly

I understand your concern, and we in Community will try to help you in the best possible way we can.

This could be an issue if you have setup the network connection as a metered network.

I would suggest you to check and then convert the connection to non-metered connection to troubleshoot the issue.

Follow the below methods.

Method 1:

A metered connection is an Internet connection that has a data limit associated with it. Cellular data connections are set as metered by default. Wi-Fi network connections can be set to metered, but aren't by default. Some apps and features in Windows will behave differently on a metered connection to help reduce your data usage.

To set a Wi-Fi network connection as metered:

 1. Select Start > Settings > Network & Internet.

2. Select Wi-Fi > Advanced options > Set metered connection as off.

Method 2:

Using a different PC download the latest Bluetooth driver setup file from the manufacturer’s website to a flash drive or to a DVD drive and install it on your PC.

Uninstall and install the Bluetooth driver.

a) Press Windows + X and select Device Manager from the list.
b) Locate the Bluetooth driver and expand it.
c) Right click on the Bluetooth driver and select Uninstall.
d) Follow the onscreen instructions to uninstall the driver.
e) Restart the computer. The driver will get reinstalled again after the computer restarts. You may also install the latest version of drivers from the manufacturer’s website and check.

Thanks for the repeat of the "standard" Microsoft reply, which is to blame it on the other guy and to tell you to go get new drivers.

The latest Bluetooth drivers for my system came out in October. My problem just started. Deleting and wiping out the drivers and then reinstalling them from the latest drivers offered by Acer. (I have a new Acer Predator with the 6th Gen i7 CPU etc) DID NOT FIX THE PROBLEM, as expected. I don't know what **** MS sneaked in to my system that has broken my Bluetooth but they need to own up to it and put an end to it.

As a support engineer for Microsoft you should know the only correct answer is to ...

1. MICROSOFT MUST STOP ALL FORCED UPDATING PERIOD!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

This will remove the reason people are setting ALL network connections to Metered.

2. Make absolutely sure that Bluetooth settings, controls etc are NEVER EVER EVER mixed with WiFi. THEY ARE COMPLETELY DIFFERENT ITEMS!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! And they are DIFFERENT PIECES OF HARDWARE!!!!!!!!!!!!!!!!!!!!!! My setting a WiFi connection to metered MUST NEVER EVER affect the Bluetooth. DUH, that is just common sense. This is a BUG or Design Defect, it can be nothing else.

Now it is way beyond time for MS to end the evil of forcing updates. It is why everyone, who has the knowledge to do so, is setting ALL their network connections to metered. It is the only way to gain control from Microjunk/Microspy/Microexploiter and I could go on.

The problems here are all a result of bugs or design defects or intentional nefarious endeavors to steel your personal info, remove your anonymity, something that everyone should be required by law to maintain, sell it and put UNWANTED UNACCEPTABLE ads in front of you whether you want them or not!  Why else would Microsoft allow a "Unique Advertiser ID" to even exist, let alone turn it on by default. HOW DISGUSTING. HOW EVIL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! to do that to the unsuspecting millions of users. HOW ABSOLUTELY EVIL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

So the first thing Microsoft has to do is END FORCED UPDATES IMMEDIATELY!!!!!! The second is to tell me what to edit in the registry etc to tell the system that my Bluetooth IS NOT METERED, and IT MUST NOT GO TO THE INTERNET!!!!!! DUH!!!

Looking forward to help from a real engineer with real usable answers, not caned useless "OBVIOUS" trouble shooting steps. (I got 30+ years in PC trouble shooting, I need meat in the answers) It is OK to mention them, as there are newbies and armatures looking for these answers, but DO NOT make that the only answer an expect it to be correct. A REAL ENGINEER would be looking at all the settings in the registry, the programming code logic that "decides" what is metered and what is not etc as that is where the REAL problem lies. Not in drivers that HAVE NOT CHANGED and that were working fine!

What is the answer from Blue Tooth?

I too am unable to connect via bluetooth (windows 10) and I am configured for a metered internet connection (legit as I am using Xplornet Satellite).

I also agree that we should have more control over update downloads. Ironically, even with metered connection on, I still receive automatic updates. but, that's another problem.

I would very much like to be able to connect my laptop to blue tooth devices (plural, hence not third party manufacturer dependent).

To help you resolve your concern, kindly follow these steps:

Method 1: Run Network troubleshooting.

  1. On the search bar type “Troubleshooting”
  2. Click “Network and Internet”
  3. Click “ Network Adapter” and run the troubleshooter.

If issue persist, I suggest you to follow method 2. 

Method 2: Update Network Adapter and check.

Follow the steps below:

  1. Press Windows key + X and click on Device Manager.
  2. Expand Network Adapter.
  3. Right click the driver and select Update.

If issue still persist, I suggest you to follow method 3.

Method 3:  Connect to Bluetooth devices and Fix network connection issues in Windows 10.

I had the same problem not being able to connect a bluetooth speaker to my laptop while on a metered WiFi connection. The way I solved this problem was relatively easy. I temporarily set the WiFi connection as not being metered, just for a few seconds in order to allow the bluetooth connection to be esatblished, and then put my WiFi connection back to being metered. My bluetooth connection kept alive even after setting the WiFi connection back to being metered.

I agree with other commenters in considering very inconveniencing the fact that in Windows 10 (excluding W10 Professional) one has to set the connection to being metered in order to stop unwanted or incorrectly scheduled Windows updates, particolarly on metered connections.

Troubleshooting said it could not solve the problem, but did not mention what the problem was.

All my network adapters are up to date.

Method 3 seem to apply to internet and I do not have to time to fiddle with it. I would if it was specific to Bluetooth.

Sandro's workaround below, did work.

We need a permanent solution.
