"Server busy" "This action cannot be completed because the other program is busy. Choose 'Switch to' to activate the other busy program and correct the problem"

What in windows is causing this and HOW DO I FIX IT?  I see several thousand have had this problem since 2006 and still having.  Microsoft please resolve.

Microsoft adds indicated we should upgrade to windows 10 and that we could run our legacy programs.  I cannot run my legacy program as long as this message blocks me.  Please help.

I got Windows 10 and get the pop up very often. It usually disappears after 5 to 10 seconds.  By checking the task manager I found out only  word and Microsoft edge were activated. MY question to Microsoft people is whether the pop up is something from Microsoft or an infection , my virus scans says I am clean. The pop up comes after closing Microsoft edge  .

no idea about legacy programs

I have the same, did you find any answers. Is the pop up something from microsoft or is it an infection . My virus scans do not detect any abnormality.
