[ EDIT: Feb '17 Risk II uses SafeDisk copy protection. Any disk based game that uses this form of DRM and
has a file on the disk with the title secdrv.sys will be prevented from launching by Win10's DRM Blocking 'feature'. ]
- The evil of DRM blocking on disk based games was introduced with Win10, and Win10 is the only OS which
has no option to disable this protection racket.
- That MS does not offer people an option to disable DRM blocking with a simple on/off 'switch' to make
their own decision, and control their own destiny regarding the perceived threat of a malware invading the
SECDRV.sys file (when has that ever happened ?) would seem to indicate that this DRM blocking is indeed
an extortion racket from which they will all profit.
With Win10 the only way to circumvent DRM Blocking of disk based games is to use a noCD fix/hack.
- Fortunately, these old DRM never worked anyway. 99% of these old games have a noCD fix/hack.People have been using them for years, both to avoid the nuisance of stuffing around with the disk,
or because some of these DRM caused problems, such as an endless disk check loop.
Some were also not compatible with 64bit OS's.

Go to "Program & Features">"Windows Features">"Turn Windows Feature On or Off">"Legacy Components". Ensure "Direct Play" is enabled. That should do it. Contact me if you have any questions. JR

in addition to my above fix change the ownership of \Program Files (x86)\Microprose\ to your user account. Highlight \Program Files (x86)\Microprose\ , right click, go to "Security" tab, select "Advanced". On the top is the "Owner" selection. Select change and change to your user account and select change ownership on all subcontainers and objects.

Thanks for the info. A great tip. I have an old Risk Game that would not work in Win 10 after i upgraded. Works great now.

Interesting... As the OP referred to needing to use the commands shown in MS15-097: to disable DRM Blocking
when running Win7 I assumed this game used the secdrv.sys driver.
- Risk 2 uses SafeDisk version 1.41, so if a noCD fix is not required to run the disk based version of this game on
Win10 it looks like this version of SafeDisk does not use the secdrv.sys driver that earlier versions of SafeDisk
use (I don't have the game so cannot check the disk for the secdrv.sys file).
- Why MS decided to make DirectPlay off by default is a bit of a mystery in view of them advertising Win10
as the 'best gaming Windows ever'. Maybe it's another front in their anti older game war ?

I did just that and it was already checked and Risk II still will not run.
It asks to run as admin and I do so, then it does nothing

Try setting compatability to XP SP2 or 3.
