Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary

Microsoft Employee and that the phone number is an

Microsoft global customer service number.

If that is all your files:
Before you do anything else:
Restart (not shut down) your PC 4 times, each time let your PC get to the Desktop before the next restart, this will fix this issue a lot of the time . ..
The files were located in 2 Dropbox synced directories. About half of the files were deleted after the update but fortunately they were not deleted from the Dropbox server for some reason.

That is very strange, a Windows update should not certainly not touch your data in a DropBox synced folder, I am really glad that you have not lost those files . .. .
