Removal of a bing pop up

I have a full window Bing pop up that seems to be malware or attached to chrome. Ive tried uninstalling, not found in any Programs or I've run every virus rootkit and malware removal tool available. Ive reset chrome, installed and uninstalled.  Still reappears. This is not a browser extension or hijack. It reappears after closing it and opening chrome ... Thanks.

including the chrome cleanup tool

what else have you tried

are you getting similar pop-ups in internet explorer or firefox

Back/forward/reload buttons are not what you see in normal chrome.. Should be an adware extension. in that case , have you tried running and cleaning using

AdwCleaner  https://toolslib.net/downloads/finish/1/

Thanks all...malwarebytes, Eset, spybot, easy remove, ADW,  Rootkit, uninstalled reinstalled chrome, same with Bing... just on chrome...

On the program shortcut you use to open Chrome...

right-click> Properties> Target... is the Target

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"

not

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" http://www.bing.com ?

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe"     thanks...is is definetley a nasty little hook. I had talked to Microsoft and they said it is not a  typical Bing popup or add on and couldn't really help since it only is attached to chrome. 

The odd thing is that it appears after a few minutes.

OK. Control Panel> Programs> sort the installed programs list by "installed on"

Any suspicious programs installed recently? Anything you don't remember installing?
