Remote desktop services are busy server 2016

Hi 

Im having an issue where remote users randomly cannot connect to our RDP Server. server is 2016 and the problem only recently started, server has been active for well over a year with no issues. restarting the services or rebooting resolves the issue for a day or so. error states remote desktop services are busy. blogs only reference 2008 and 2012 servers not 2016. any advice would be appreciated.
