I understand you're having issues with in-app purchases. I checked the Community side, and the Community-Xbox section, and couldn't find any recent similar cases to yours. But, it's possible that this issue hasn't been widely reported yet.
Regarding payment concerns, please know that the Community is public and it is beyond our capability to assist directly with account or payment-related issues.
