I see you have Azure Services running so if this is a domain PC you should ask your System Administrator before doing any fixes I gave, because they may conflict with Group Policy and cause issues.

If this is a consumer usage then Safe connect service host popups are normally from McAfee Antivirus. I would uninstall any 3rd party antivirus in Settings > Apps > Apps & Features and try running only built-in Defender which gives adequate protection, best Windows performance, least issues, and is from Microsoft who knows how to protect their OS best.
After uninstalling run any special uninstaller tool for the antivirus provided here:

Restart the PC, then type Security in Start Search, open Windows Security, fix anything that's flagged. Report back any that cannot be fixed.
