Random Horizontal Lines On Display

So, I have a computer that is having random weird problems with active frames displaying random horizontal lines:

Forcing a redraw by switching messages sometimes corrects the problem, but not always.  

Configuration:

ASUS motherboard (I don't recall the exact model offhand), 8 Gb RAM, GeForce 1050 graphics card (recent replacement from the GeForce 750 that was in there which developed memory faults)

Prior to replacing the GeForce 750 card, we were experiencing random system crashes / reboots, often with VIDEO_SCHEDULER_INTERNAL_ERROR

as the fault code.  (We were also seeing the blue screen badly scrambled)  Replacing the video card seems to have fixed that. 

Steps Taken to resolve (so far): 

1)  Update Motherboard firmware 

2)  Update Windows 10 to latest patch levels (as of early February rollup)  

3)  Update Video Driver to the latest from Nvidia (end of January release)

I've run memory checkers on the main memory (seems to be okay), and on the graphics card - it also seems to be okay.  

So ... I'm looking for suggestions here - this is becoming a very frustrating problem.
