public folder sharing does not stay turned on

Hi 

I'm running windows 7 and I've had this problem for a long time and contacted Microsoft support who wanted to charge me $99 to get it fix :(

I am unable to share folders on my local network
I've done

1. Control Panel
2. Network and Internet
3. Network and Sharing Center
4. Advanced sharing settings
Then changed the Public folder sharing to "Turn on sharing so anyone ..." then saved changes.

But it doesn't save it I go back into the Advanced sharing settings and its changed itself back to "Turn off Public folder ...", and when i try and share a folder anyway it says "Your folder can't be shared" or when i try from advanced sharing i get "An error occurred while trying to share My Videos. Incorrect function. The shared resource was not created at this time."

Please Help!!!

-Is the computer connected to a Domain Network?

 

The Public folders are a convenient way to share files on your computer. You can share files in the Public folders with other people using the same computer and with people using other computers on your network. Any file or folder you put in a Public folder is automatically shared with the people who have access to your Public folders.

just a home group network and i can access their files and folders but i cannot share mine publicly or otherwise as mentioned in the question.

Yeap have tried all of the above (I'm on my second year at university in computer programming including cisco 2 networking so I've tried all the beginners stuff and know how to share folders and the benefits of doing so.
But all its not saving the changes to allow me to save the configuration to allow me to share folders.

running win10 Pro FCU and just encountered this problem.

I will toggle it on, and click save, but when i go back into the same menu. it's turned off again
