Program "is not a valid Win32 application"

I just downloaded a program (running XP Pro 32 bit) and when opening it I get this message saying its not a valid Win32 application.  I just downloaded it seconds ago and it obviously knows I'm running XP32bit.  This happened with another program  while back.  Other programs seem to run flawlessly.
The download is corrupt.  Download it again

Oh please....It was downloaded from a reputable site.  Actually 2 different sites, both reputable.  Its a program I've been using for years.  The problem is obviously in the operating system.  Let's just focus on that.  There are hundreds, if not thousands of posts online about this problem.

Looks like it was not compatible with XP 32bit.  One of these decades I'll have to update my OS.  I suppose I'm going to encounter this more and more using such an old OS.  You'd think they could identify my OS and provide the correct version though.  That's what usually happens.  And you'd think they would say what versions of Windows that particular version is compatible with so you could check before downloading.
